If the unit is emitting loud noise, smoking and sparking or you just don’t feel comfortable leaving it on, then by all means unplug or shut the breaker off to the unit. Keep in mind however that the diagnostic process is faster when the unit is at the condition it was when you called. For instance some malfunctions only present when the equipment has been running awhile. Shutting the unit off will allow it to cool and remove a symptom the technician needs to determine the problem.
The things to look for before calling for service are pretty straight forward. Ensure the unit is getting power. Ask if the staff had the door open for an extended period of time. Check the controller to ensure the unit isn't in defrost. If possible check that there are no major obstructions to the condenser.
The time for your walk in cooler or freezer to return to the desired temp will depend greatly on how long it has been down. If the unit has been down to the point that it has reached ambient, it could take several hours to as long as most of the day. Freezers especially take longer because your equipment has to remove the latent heat from not only the air within the freezer but the walls and floor as well. In some circumstances the product within the freezer has started to thaw. It's important to remember that commercial freezers are engineered to maintain the temp of product that's already frozen. To refreeze product can be more taxing and take more time.
Any ice that's within the bin after cleaning will be suitable and safe for use. The cleaning tech will ensure the machine has been properly rinsed and sanitized before allow any ice to remain in the bin. If you're referring to the ice that's in the bin prior to the cleaning however. Any ice in the bin prior to cleaning will need to be removed as the cleaning process will render it toxic and the bin itself will be cleaned also. If a shortage of ice is of concern, removing the ice and relocating it to a freezer should alleviate the problem.
